Setting Processes for Electronic Signature in European Cities
What does the project promote?
SPES will promote the adoption and full exploitation of the digital signature
by Public Administrations. It has the aim of implementing real applications and
best practices, targetted at a large number of end users of the services provided
by the Municipalities, and at a trans-European level. The European dimension of
the action to be undertaken will create a useful framework of interoperability
for developing common strategies and common practices, based on already established
relationships. The Public Administrations involved, and most of their users, will
be able to share and exchange information and documents, exploiting a common and
entrusted language and know how.
To foster the European integration is a key objective of the project, based upon
an awareness of the existing unexploited opportunities for digital signature based
procedures. "The hope" (in Latin SPES) is that SMEs in Germany, for example, will
be able to participate electronically in a call for tender issued by a Public
Administration in, say, Italy. That will be possible on the day in which the digital
signature at the bottom of an electronic offer will be recognised and accepted
by the receiver. The SPES project will contribute to this acceptance.
